See the previous page (Stapler Man) for the backstory! And here are Dr Wily's scribblings!
"Project DWN - 066 - Cement Man
-Description: Based on my construction robots, heavily-armored assault robot for immobilising enemies (especially Mega Man!) Slow movement, medium melee strenght. Lack of outcropping head makes it even more hard to disable him (based on Needle Man's design).
-Weaponry:
[A] Quick-drying cement dispenser: Cement powder and water canisters are placed inside the torso, connected to arm-mounted weapon with a titanium-ringed tube. Components only unite in the hand-drum, and the cement dries soon after, immobilising the target. Short range due to 'ammo' weight. Weapon also good for making on-the-spot walls and fortifications.
[B] Feet are equipped with powerful hydraulics. Kicks can send blocks of concrete to far distances or destroy buildings. Can even create blocks himself to use for kicking!
-Comments after testing: Good on paper, but... Cement is TOO good. It dries so fast, it clogs the hand-drum and makes Cement Man unable to use the weapon. (Note to self: kidnap a chemist and force him to discover a better cement formula)
-Decision: The robot body design was successfull on testing, kick mecahnism worked even better then expected, only the weapon is malfunctioning. Re-work it with a different weapon? (Rugby Man? ) TB reviewed later.

Hehe, now Cement Man's a reality (or a pixelized reality to be exact), but instead he's a Dr. Light robot. Should've got a patent on the name so you could sue Capcom for millions of dollars...or just for a free copy of Resident Evil 5.

Ack, I screwed up, its Concrete Man, not Cement Man. It's a cool idea with the schematics & notes idea, though.

Glad you like it!
So there is such a robot...? In which game?

Its in the new Megaman 9, a guy called Concrete Man. His weapon allows Mega to make temporary platforms when it hits the ground or wall.

Funny, that's how I planned Cement Man's weapon (when taken by Mega Man)to work as well... Granted, I've planned him as an old Mega Man (NES) boss - never really liked X.

I liked X until I played the disappointing X5. I thought the creature/robot combo was neat until they started using obnoxious creatures & reusing names. I'll always take the original series over the spin-offs we've been getting the last decade, though I really liked the Legends series.
