Kamen Rider Excell Full is the Super Form of Kamen Rider Excell. Through the insertion of the Cross-X SyncTec into the X-Driver, this Rider Form manifests itself. It is Kamen Rider Excell's least used Form.
This Form combines the power of Excell, Flux and Hades into one state while also further amplifying it through the Cross Pointer in its Chestplate. In this Rider Form, Excell also has access to all the unique abilities of his previous Rider Forms, including the Sound Manipulation of Flux and the Fire Powers of Hades. Its defense also surpasses that of Hades by a wide margin. As with all of Excell's Forms, he has access to the Excell Weapon System. However, despite having this much power, this Rider Form comes with a massive drawback: It causes immense Jet Lag on the user, rendering them out of action after one use. The primary finisher of this Rider Form is the All-Out Pummeling, where he performs a series of Rider Kicks before finishing it with one suped-up Rider Kick.
This Rider Forms' Insert Theme is called "Infinitus Potestatem!".
