Hm.. I'm not sure. I never had this problem. Are you sure that all your layers are in one file, and that that file has more than 1 layer?

how do i change the back to no back?

Use Erase Tool or Magic Erase Tool (if your background is in solid color e.g. blue)
Once you erase the background in first layer, you also have to repeat the same in other layers.
