Description
This is what I would change in the type chart to make it more balanced.Ice - it is HORRIBLE defensively, so I would give it 2 crucial resistances that would change its fate forever.

both are one of the best offensive types in existence anyway. Dragon basically has a free ride right now, hitting everything for at least neutral damage, except Steel...if they fear cold areas so much that you cannot find a single Druddigon in the winter at all, I believe this resistance is a fully justified addition. As for Ground, well its one of the 2 best offensive types (the other being Rock, which Ill address below), so if any should be nerfed, these two should too.
Imagine Glaceon actually surviving a switch into even Garchomps STAB types. Finally the 110 defense wouldn't be a complete waste of status points XD
Same for any other "defensive" Ice pokemon we have or might see in future, they would not be laughed at anymore as failed concepts.
Poison - what the heck?? Offensively this type sucks so badly that no serious trainer has a single Poison move on any of their pokemon (for damaging purposes obviously).

All can take it, and make can be argued for with at least as much proper reasoning as any other.
Normal, as the default type (why is it so good defensively anyway), doesn't have any specialization, and therefore perhaps the same with its health, no unique way of fighting of concentrated hazards. Fighting is Normal on steroids, which is why its strong against it, while Poison uses the strategy of making its enemy weaker to get an advantage instead.
Dark, well, since its about unfair sneaky cheating tricks... you cant fake being healthy lol.
Water seems like the most easily pollutable part of nature. Besides its still better than Grass in defensive and offensive after this.
Rock - needs a nerf along Ground, but also lacks a very important resistance. The solution is elegant and simple:

Besides, doesn't it make perfect sense for it to be less worried with Stealth Rocks active?
Steel - the superior defense no contest. And there is no way of making it somewhat average. Well we can try at least going towards more balance right?

Yeah, Skarmory, Bronzong and co... watch out for those sparks.
Doesnt it makes just as much sense as Waters weakness?
If there was some Steel pokemon that was covered in a way that shields it from Electric attacks (faraday cage effect), such a case could be easily fixed by an ability doing just that (like Levitate for Ground). Also note that currently its about as good as Bug and only better than Grass, Normal and Poison moves, so a buff is welcome (ant isnt Electric one of these types that sounds like it should be great offensively?)
Grass - offensively, bad. Not as bad as Poison, but with it fixed, its now worse than that. Taking away a resistance is the least that should be done.

Flying is still a great type to be.
But still... Grass feels so awful. I always thought it should be in the same league as Water and Fire, with them representing the introductionary equal cycle types.
While that holds very much true for Fire and Water, who are both equally good offensively (Fire simply is strong against 4 and bad against 4, while Water is strong against 3 and bad against 3) and also defensively (both having 2 more resistances than weaknesses, 5/3 & 4/2)... but Grass is doing much worse in both areas, instead of being strong against the sam amount of types its weak to, even with the above neutralized resistance from Flying types, its just strong against 3 while sucking against 6!! types. And defensively instead of having 2 more resistances than weaknesses, it actually has one weakness more LOL.
So helping it in ANY WAY is desired. But the possibilites are very limited. The only thing I realized as possible and a serious improvement, would be making it strong against another very elemental type...which it already resists:

The resistance is already there, so contrive the reasons from that if you need to. But Electric having a single fraking weakness has been kind of too extraordinary from the beginning anyway, right?
Ghost - if one ignored Steels existence, Ghost would be the best defensive type.

Psychic was once THE offensive type, but then came Dark and Steel, reducing it to about the same level as Steel.
This would not just revive the age old notion that Psy is the type to fend off Ghost (I know it was because of Gastlys Poison type, but makes sense eh?).
It would create a unique match-up too!
Across the type chart there is everything from, two types resistant one way but weak in reverse [Water-->-)--Fire], types being weak to themselves [Ghost-->--Ghost], types being resistant to themselves[Electric--)--Electric], two types being resistant both ways [Bug--(-)--Fighting].... but with this there would be a match-up of two types that are weak against each other both ways too! [Psy-->-<--Ghost]
This is as much as I could do without adding too absurd match-ups and keeping it close to what we are all used to.
The only one Im unsure of is Grass>Electric :S

Poision should be supereffective against water, IMO. Posioning water is just about the worst thing you can do to it, it becomes toxic and useless.
(not a criticisim, just something that made sense to me)

one could argue either way tbh,
but water is meant as an element, not living space or something alive that can be weakened. The concept of a poison type is weird. you could say anything should be weak to poison, like dragons, fighting or similarly to water.. ground.
So think of it more as a technique. Types usually give pokemon resistance and some kind of advantage (elemental powers, strategy and techniques etc), but Poisons strategy is, instead of having an advantage, you weaken your enemy through poison.
Hence the types most susceptile to poison are
-grass, because its alive and easily weakend (bugs are resistant to lots of stuff, while dragons are not the normal kind of creatures)
-normal, because its not special in any way by definition, it has no "type" to make it tougher than average
-dark, because its about cheap tricks and sneaky tactics, and cheaters are susceptile to poison just as normal pokes as they arent fit or anything, they simply play unfair.
These 3 feel like the seriously reasonable. The rest would be more vague and unnecessary.
So, the reasoning is debatable but from a balance point of view, water could take it alright, however, poison is on par with a buffed electric offensively...it shouldnt get another boost, especially since its a good defensive type also.

hmm... explain why should Normal be weak to Poison cause I don't see how that makes any sense... If you ask me, Poison should be strong against Water (water pollution anyone?)...

Yeah, I guess Mantine does lack the typical bulk of water types. LOL "Yah! I caught Skarmory! *looks at stats* How are you so slow. Your dex entry states that you can fly at a speed of over 280 kph!"

I like most of your changes
Steel weak to fire after being hit by ice or the other way around would be genius

It kinda does, but Bug would become crap if it got another weakness, especially if it's the popular Ice attacks everyone needs for Dragons.
