That type of cat has a neck, it's just very fluffy. However, it's quite clear that it actually has a chin too, and that it's mouth isn't just floating in fur. Theres a difference between no neck, and fluffy neck.

Somethings to know for the future
1-tails are a part of the spine and I'm glad you know, but the red one is closer to fact than the green which connect to the thighs still. You'll notice on dogs/cats/foxes/etc. that the tail is thinner at the base and thickens out until finally it narrows into a point. Think of a diamond.

I almost always made these mistakes. This is very useful for a beginner like how I was (and still kind of am).

I admit, I've made these mistakes many times.
But there's another mistake people make alot.
They often draw cats with very big paws, almost like a dog. That's defintley NOT correct, if you've ever actually seen a cat their paws are much smaller.

I have to agree on almost all of those... the bad ones really do look wrong.
I said 'almost all' because there is a small exception to the necks - a few animals with long fur and a ruff ..like a persian cat. Some cats with long fur and ruffs (like Turkish angoras -faces are strongly angular, a lions ruff is under the chin) don't qualify for the exception, but some perisans have so much fur and rounded faces, their cheeks seem to blend into the ruff, and many appear to have no neck.
In cartoons that is exaggerated so I feel they are the few (very, VERY few) that are an exception to the necks.

Yes, I'm aware that some cats do actually look like that, but I included it more as a general cat tip, so people don't draw every cat that way and say "some cats look like that so it works".
And these aren't really tips meant for realism drawings, these are meant for beginner artists that draw cartoony cats, and like you say, it's exaggerated, so this applies almost always.
