The tools are all part of Paint Tool Sai when you download the program. They should be on the left or right side of your drawing space.

Are you creating a new linework layer? If you are just creating a plain new layer you only get the coloring tools. You have to select "create new linework" layer to use the pen, curve or line tools.

..wait.. what does the weight tool even do? I use everything on the vector layer menu except.... wait, i should just open Sai as see.

the weight tool changes the 'weight' of the line (or makes them thinner or thicker) by clicking the lines.
