I think it's mainly the hairstyle that lets this one down. It says Photo Finnish so much you may not even realize he is a he. The colors and design rather than the fact they are a dress or pants makes this character stand out. The difference needs to be much more prominent rather than subtle to combat the power of the familiar cloths.

Hair is too similar
- Still looks like Photo Finish

The color and design of cloths is strong in Photo Finish
The Color and design makes the Photo Finish character
Pants and tight sleeves alone cannot change Finish to Snap Shot
- Still looks like Photo Finish

What must change must be noticeable to combat/fight/overpower the design and color

What needs to alter must be big/powerful/stand out to make a sufficient change

Also, when I said 'tight sleeves and pants alone cannot change' I didn't mean you had to get rid of them. They just weren't enough by themselves.

It may be worth switching costumes again for a comparison
