yes that's him the cute adorable guy
after watching HTTYD2 I got super inspired 
.. saddly this was not an "original" idea.. I did look off of a picture I had of him doing this face on my computer.. but I did draw it all by hand. no tracing ( I do not beilive in tracing work ) but I just thought I should all let you know that I didn't just think back to when he did this face and drew it from memory.. it was referenced
