post-infestation, literature states that she doesn't use a suit. The in game graphic was likely an attempt to keep the rating down instead of keeping the graphics 'factual' to the game universe. Pre-infestation, it is assumed that terrans lack the psi power required for unassisted cloaking. (as well as the psi required to rip apart siege tanks and capital class space craft)

not enough blades for a Kerrigan....at least it's not wearing a stupid body suit that would never have survived the infestation process (like the in game queen of blades graphic in Brood War)
