Yep yep, basically it's a mutation that can happen to a full water Waterling. The membrane that holds a Waterling's tail can actually mix with the water itself and creates goo. Goo waterlings are actually more resistant than a full water Waterling but they still need to be handle with care as it's still a birth defect basically.
