Okay, so I've overhauled Himo's story as I was working on this picture. The short version is something like this:
Himo spend the first eight years of his life in Sand with his parents, where his mother had fled after being banished from Konoha for conducting her hidden love affair with Kankuro by the council and a very hurt Hokage.
When, just a few days before Himo's eighth birthday, his father is killed saving Konoha, Naruto manages to convince the council that Sakura's medical expertise are greater than her breaking of Ninja laws, and she is allowed to return. Sakura, for her part, is resentful of the council, maintaining that if she had been there, she could have saved her husband's life.
She and Himo move in with Naruto and his mysterious son, Garou, and Himo is raised more or less as Himo's little brother, though whether Naruto and Sakura get together remains to be seen.

Ok the fact that Kankuro dies is just sad! I mean...dude! That's just so sad!!! I feel really bad for Himo and Sakura. I can see why she'd be banished for what she did, though I don't agree with it, but still!! Himo's design is a pretty cool mix of Kankuro and Sakura. He has his mom's colors and his dad's attitude. Maybe he looks so much younger than Hibari because he's one of those boys that is really short early on, and later grows up really tall?

I thought it was sad, but it made more sense and added something interesting to Himo who otherwise just...wasn't.
I don't agree with it either, and neither did Naruto once he'd gotten over this 'betrayal' by his other teammate. It just took him a little while because it hurt.
Sounds about right. And his face is rounder, which is fine when he's older because his jaw line is stronger, but as a kid he looks like a circle

Also explains why he's so tempermental about his facepaint and so proud about his skills. He's carrying on his father's legacy in a way.

Exactly! He adored his dad, and it was hard on him to lose Kankuro. He considers his puppeteering and all things related to it almost sacred.
Yes, he reacted badly, but regretted it pretty fast. Which is why Sakura doesn't really blame him, but the council for what she and Himo suffered.
