I remember her original experiment was turning her from a normal geek girl into an amazon but her abilities are pretty much set after the first TF and never allows for anything further like Shulkie's TF.

Actually she does get stronger as time goes on, BUT, her physical form doesn't change. It still fits as the creators themselves have stated that Caitlin will never stop losing clothes, no matter what, they keep getting destroyed.
