This reminds me of cell shading a bit...although there are more details and a little harder edge. I love your color choices with this one...kinda bleak - tough guy look to it. But instead of a theaf, I got the impression he was an undercover cop....maybe it is his clean-cut features.

vector programs(adobe illustrator) use mathematical equations to determine line values where raster programs (adobe photoshop) puts pixels together to form images. vector images can be enlarged 1000 times without losing quality where pixelated (raster) images lose a lot of quality.
