She's a fan creation by Kranix from the Glyos Forum-- not an official character, but because Matt set things up to encourage fans to come up with their own characters. That said, she is a bit of an anomaly-- most of us Glyos goons are guys and tend to make our characters dudes!
As far as official characters, there are a couple of female characters that popped up in Matt's early books in some drawings, but I don't know who they are or whether or not they'll pop back up any time soon.
