Took me a while but I got all the main villains for my proposed series. I've mapped out story ideas (single episodes, and seasonal arcs) for 3, 13-episode seasons, and these are the main villains used.

Cheetah: Barbara Minerva version, she turns herself into the Cheetah through mad science, but after a couple run ins with Wonder Woman no longer has access to the process. At this point she turns to Circe (with her magical powers), during season 2. She probably appears the most over the show.

Giganta: Dr. Doris Zeul, she has growing powers. She's one of Wonder Woman's toughest foes, but she's probably the least antagonistic. She appears probably the second most amount of time.

Circe: Magic powered sorceress who's main trick is turning people into her beastimorphs. She's introduced in the first season in a self contained episode, then Season 2 revolves around her as the villain, culminating in a simplified version of the War of the Gods storyline.

Gundra the Valkyrie: Just as the Amazon Wonder Woman is the Greek pantheon's champion on earth, so Gundra the Valkyrie is the Norse pantheon's champion on earth. This is a point of contention between the two, and they clash often over it.

Queen Clea: She is the tyrannical ruler of an outpost city of Atlantis, and she amasses an army to take over the Atlantean empire. Wonder Woman fights her in a team up episode with Aquaman.

Silver Swan: I know she has to be in the show, but she's the one I have figured out entirely what to do with. I'm going with basically being a cyborg who can fly and has a sonic scream, but I haven't decided which identity it is, and whether or not she's actually evil, or being controlled by another source.

Osira: She's actually an alien that came to earth in Egypt when it was a world power. She was imprisoned in a glass pyramid (in a real pyramid) and when Wonder Woman finds her she gets out. She has mind control powers, and honestly seeks to rule the world benevolently, ending all war and human problems, but her solution involves personality wiping the planet, and making everyone absolutely the same.

Ares: God of war. His threat of a World War 3 is the seasonal arc of the first season. It ends with him repenting, and swearing off interference with human affairs, exiling himself in his domain, the Areopagus. His role in War of the Gods is important, but doesn't play out like you might think.
