Hmm, i dont think its in the 'crossover'concept since this time they take a classic concept of Police vs Thief. Something different than the most team Super Sentai concept.
Each small team got their own goal, both team are in the opposite side, but at the end they are facing same enemy. They like it or not there will be times they end up working together to defeat their enemy X3
