Okay, Greg Berlanti also had a hand in it too...but Miller's the guy playing Captain Cold (or was...or is...or...how does that contract work for him?)

I think everyone were signed for just 1 season because it was a pilot and if the show worked they'll renew for a second season, but now that there will be a new season for Prison Break Wentworth would not be able to work in the two shows and he'll be a recurring character on Legends of Tomorrow season 2 (this week)
