Rakan ignores all the laws of magic (and physics, given he can throw a giant sword at Mach+ speeds and then surf on it). It's not even just that simple, though, as Negi reveals him to actually be quite smart -- he's responsible for finding the weakness inherent in 'Raiten Taisou.'

Word of God says Kamina is actually a Badass Normal, having the least amount of Spiral energy in the show. What makes Kamina great is his ability to increase others Spiral energy by giving rousing speeches.
