Hey, sorry for the late reply. If you want glowy-lights, make sure to keep the area and values surrounding it nice and dark. Use highlights sparingly. I usually paint with my brush on 40-50% opacity for the soft-blend quality. For tricks, there is the dodge tool as well as Gaussian blur.
