All I can say is, FoxinShadows does boobs right. Actually, he does everything right. That "hour glass" figure isn't blown out of proportion in his drawings so the hips aren't ridiculously wide and waists aren't too skinny. His drawings actually look normal.

This author makes everything over the Top because he wants to draw that way , he have mastered his own style what includes exagerated proportions.
KevinSano does everything right becasue his style is consistent between pictures , he haves his own canon for bodies , a balance that he and his audience finds attractive and he Executes it Perfectly.
Whoever the Foxinshadows is he/she is Not better because You like it more , he is simply more suitable to your tastes . The quality of an artist is judged for how polished and consistent he/she is Inside its own Style and canons.
