I did it with PaintShop Pro, but any program with noise, directional blur, and curves adjustment (I've used this technique with Photoshop and GIMP too) should do the job

what's "noise" exactly, and can I do this on Macromedia Fireworks?

Haven't worked with FW yet, so can't answer you that.
The noise changes randomly the intensity of each pixel. Like a TV not attuned yet (but more or less intense)
