yea if you lowere that number it should refresh faster, and i believe that it is the current temperature at the time of the refresh (based on the readings from the weather station you have chosen)

um, im sorry i have no idea! its been so long since i even looked at messing around with it!
it would be done by tinkering around with the x and y of each component to get the look you were after

you could do it by opening the file in notepad and just deleting bits.
