Did you ever try making a prop or something and you noticed that some of the things you exported in walfas has jagged lines?
That's the noise. There's a video about it in youtube but I can't remember where it was...

It's the same thing. Once the noise it there, just resize the layer. It takes practice. Since I use PaintToolSai/Photoshop Element 7/GIMP, it's more easier for me. XD
