She's as big as she wants to be. Usually she likes to be normal sized but being a giantess really underscores how hopeless fighting her is, don't you think?
Why this city? Well, you have to start somewhere. If it's any consolation the city had been expanding rather quickly thanks to the super intelligence, minor reality warping powers, and super strength getting near Angela gives you.
