Two words..."Disney Magic".

I dunno bout any fancy scientifical stuff... But I did notice that the dress retained a bit of the same shade. On the bottom of the dress, it is a slightly darker teal, almost the same colour as her original. For the top, she shattered her bodice and reattached it in a crystal form. Her sleeves are just thinner versions of her old ones and any unused cloth was added to attach the cape (mostly ice) to the dress. That's my relatively simple theory...

To add to the previous comments in one of the books based on this movie has that Elsa during her time of solitude at the castle in her room kept busy and distracted by studying and learning as much as possible.Β With nothing else to do she learned many things and became a
high academic scholar.Β During that time she found a passion and interest in geometry and architecture and read and study that for a long time in her room.
Also in one book it said she removed her old dress as it represented her old life and imprisoned nature and she was starting life anew as the Snow Queen free from rules, morality, and gained the freedom of expression that she craved.Β The small ice particles destroyed on a subatomic scale her old outfit and the snow carried it away while and at the same time she fashioned herself a brand new dress to represent her freedom and new life and being Queen of Winter and the Northern Mountain that was isolated.Β Plus among her powers is the inability to be cold (or bothered by it) or freeze to death thus her Snow Queen outfit doesn't bother her at all.
Her powers also can create ice that never melts and ice that change in color and design based on her emotional state.Β Her castle and parts of her outfit was made of such mood ice.Β When happy/calm her castle and her outfit was blue, when frightened parts of her outfit change to red and the castle grew spikes and formations based on her fear, and her castle and parts of her outfit was amber color when she was angry such when she fought the duke's men, and black frozen in a state of time when grieving).
Unfortunately while finding happiness and ability to express herself and use her powers freely to her delight and fun she unknowingly at the same time started the Endless Winter not just on her Mountain and castle but EVERYWHERE (she underestimated her powers didn't know she could do that thus was fully unintentional and was devastated when she learned what she had done and cursed herself for doing it).Β Her powers was very emotional based and she didn't know how to stop what she started.Β Putting it lightly she suffered from power incontinence on a grand scale.

.....ok so here is how I figured it works (my head logic)...if you freeze something cold enough it disintegrates and thats what it looks like with the neckline if you watch it the line turns into powder. and since she can sustain her own temperature around her the flow and feel of the "ice/powder snow" will not melt and act like airy water...again my basic logic..

It is strange...but in the transformation scene, theΒ neckline of the dress definitely changed, and the stockings and shoes she had kinda went poof. They probably changed to frost and recreated as the cape.

Elsa's wearing a dress made of ice that looks and acts like normal clothing. Of all the things in the movie, this is the weirdest.
