Here is the tutorial i promissed.It requires some basic Photoshop / Animation Shop knowledge...
I hope you like it!
edit: uh yea i made some mistakes:
- the bunny shadow in the second colum is in the wrong side
- misspelled photoshop
- hard to figure out the order of the things
sigh ._.; i tryed

If you're making a game for a game console, especially an old one, you'll have limitations of size and number of colors, specific for that console. If you're just making pixel art for fun, there are no limitations of size and colors. You can choose whatever you want. Some people try to make it with as least colors as possible, and use standard screen sizes, just because practicing with some limitations is more challenging.
So really, it's up to you
