A Complete Monster is a Character (always a villain, but not always a antagonist,) who is as evil as it gets and as almost no redeeming qualities and there is no chances of them turning good (If they do the very credibility of the story is likely to be threatened.)A Complete Monster can be recognized by these signs:
The character is truly heinous by the standards of the story, which makes no attempt to present the character in any positive way.
The character's terribleness is played seriously at all times, evoking fear, revulsion and hatred from the other characters in the story.
They are completely devoid of altruistic qualities. They show no regret for their crimes.

Frollo wants to...er, commit genocide. His creepy, creepy lust for Esmeralda only heightens the revulsion audiences have for him, and there aren't any other Disney villains who've tried to burn entire innocent families alive in their homes, either. A notable exception to other Disney Laughably Evil villains. Even being a classic case of Knight Templar, the things he does casts his "good intentions" as being sham and hollow.

Scar From Lion King. He orchestrates a plot to murder his own brother and his young nephew, Simba, actually kills his brother on-screen in a Disney film, lies to poor, grief-stricken little Simba to make him blame himself for the death of Mufasa, and after telling Simba to run away, he sends his mooks out after him to kill him anyway. Even before that, he was willing to have his hyena minions not only kill Simba but also his friend Nala, who was not only also a cub but someone who Scar didn't even NEED to have killed, unlike Simba and Mufasa who at least were in his way to the throne. Not only does he show no remorse, when he's about to kill Simba near the end, he gloats about killing Mufasa.
Syndrome from the Incredibles. He starts by killing the worlds super heros partly to test he's doomsday device and partly to get them out of the way. He then shoots down the plant that Mr Incredible's family is on. He then gloats about it. Then when Mr Incredible threatened to kill his assistant he said go a head. Then he releases is doomsday device on the general public. And all this was some he could play super hero.
Lotso Huggin Bears from Toy Story 3. While there plenty most evil characters here. Lotso is given the opportunity to redeem himself but refuses to do so. Even is Freudian Excuse only explain he's Behavior.

Oliver & Company What Complete Monster list involving would be complete without a mention of Sykes? This is a villain who is willing to roll up a car window against the neck of someone who failed to pay back a loan, (Sykes later releases attack dogs against the pet dog of the same victim) or to kidnap a little girl to try to extort money from her wealthy parents. Oh, and when said girl and the in-debt-guy from earlier are trying to escape via vehicle, he chases them into the New York subway system with his expensive car and attack dogs. Said attack dogs are also incredibly vicious, which leaves one wondering how Sykes raised them.
Mulan: This trope is basically the entire characterization of Shan-Yu. He commits atrocities (slaughtering an entire village of innocents just to destroy the emperor's army, for instance), is feared by every character who doesn't follow him, has no excuse other than wishing to prove his power, sadistically enjoys his atrocities (he's smiling when talking about murdering a child), and naturally, he isn't redeemed.
In American Dragon Jake Long theirs The Huntsman is the worst of the the Huntsclan, seeing as he is their leader. He kidnapped Rose at birth and is quite possibly the one who personally brainwashed her into believing in the Huntsclan way of life. As Rose's abduction means that this is probably the way that all Huntsclan members are recruited, this possibly gives him somewhat of a Freudian Excuse. However, seeing as his hatred has consumed him to the point where he has continued to kidnap infants from their parents despite knowing that he himself was kidnapped, he could be considered even more of a monster. The Huntsman has also killed a magical creature onscreen and, of course, who could forget that when he found out about Rose's Heel Face Turn, he threatened to kill her parents if she refused to help him acquire the means to kill every single magical creature on the face of the Earth.
Killer robot Ares from Next Gen. Initially Justin Pin's hulking robot bodyguard, It's later revealed that he killed the real Justin Pin and has been controlling a robot version of him before the movie actually began. Ares clams he was created to be the perfect machine and that humans are flawed and therefore need to be destroyed. He creates the Gen 6 Q-Bots for everyone to own, planning on having them detonate and wipe out all of humanity Seeing 7723 destroying his machines, he kidnaps Mai's mother Molly, then tries to kill the two before leading them to a trap once they manage to escape. He then casually vaporizes Dr. Rice and orders the Q-Bots to detonate a full soccer stadium once his plans are leaked to the public, before trying to disintegrate Mai for foiling his plans.
Emperor Palatine/Darth Sidious from Star Wars the main villain of the series and one of the most evil. Born a sadistic Pychopath who may or may not have killed his parents (he definitely did in the legends continuity.) He sought to extend his influence wherever he could, in his various guises as Darth Sidious and ruler of the Galactic Republic and later The Empire, he has been responsible for orchestrating galactic-wide wars, manipulating others and then disposing of them when they have served his needs, personally murdering and torturing a vast number of people, tyrannically oppressing trillions of sentient beings, wiping out billions of lives to secure and then maintain power. Some of his atrocities include the infamous Order 66 and ordered the kidnapping of and (attempted) experimenting on babies.
Grand Moff Wilhuff Tarkin is one of the highest-ranking officers in the Galactic Empire and one of their most infamously cruel. Even before his integration into the Empire, Tarkin showed resentment towards the Jedi and happily tried to have Ahsoka Tano executed, despite Tano having previously saved his life (and contributing almost nothing to said rescue himself.) After being promoted to Moff following Palpatine's conversion of the Republic to the Empire, Tarkin, after crafting the Tarkin Doctrine, which laid out principles of The Empire, would repeatedly demonstrate his cruelties as a high-ranking officer. Tarkin sanctions the obliteration of rebel city NiJedha and claims the victory as his own. Tarkin later has the Death Star fire on the Imperial base on Scarif to quell rebel activity, killing countless members of the Empire's own men as well as his hated rival Orson Krennic, while also wiping out the remainder of Rogue One.Tarkin's most recognized atrocity is, while in command of the Death Star, having Princess Leia tortured and, even after being provided with the information he wanted, he decided to blow Alderaan up anyway and forced Leia to watch Tarkin proves himself to be one of the Empire's most ruthless officers, with only the Emperor himself rivaling his cruelty.
The "New" Canon version of General Grievous. The old Legions version had a decent Freudian Excuse. But this Grievous chose to become a cyborg. He seems that he's only involved in the Clone Wars as a ego trip and (most importantly) as a excuse to kill people (namely Jedi.) Arguably Villain Protagonist Light Yagami ends up becoming one towards the end of the series. At the start of the series he's a Well Interned Extremist, but quickly because full fledged Knights Templar. He gets progressively worse is a series goes on and suffers some motive decay and seems more concerned with personal gain and control. Then maintain order and create a "utopia". And he was planning on killing people for just being lazy.
In Sword Art Online there's Sugou, the Big Bad of the Fairy Dance arc. He imprisoned 300 SAO players, including Asuna, into a virtual prison, and conducted mind control experiments on them. And then if that wasn't enough, he intended to rape Asuna in ALO, and then in the real world, while she's still comatose. And as the last straw, he tried to murder Kirito in the real world.
In Fairy Tail:
The Unnamed Slavers who forced thousands of captives to build the Tower Of Heaven. They employed even children (among which, Jellal and Erza) to do this work, starving them almost to death, punishing and killing them over the most insignificant slight. Killing them all was obviously Jellal's making as a villain, but hey, they deserved it.
Zancrow is one of the elite members of the Dark Guild Grimoire Heart. his only apparent motivation in life is to kill and destroy whatever he can. Zancrow feigns concern and care for members of his own Guild but after several are defeated by Natsu, he shows no hesitation or remorse in burning them alive. Zancrow makes certain to attempt to kill nearly everyone he meets, be they combatant or not. When he catches his ally Meredy coming over with an unconscious Zeref, he instantly assumes she's betrayed Grimoire Heart and attempts to murder her as well.
Take everything bad about Zancrow, make him a demon with explosion based powers that sees humans as little more than playthings, and then give him a penchant for forcing Sadistic Choices on others, and you get Jackal from Tartarus.
Acnologia, he was once a Dragonslayer killed countless Dragon (including friendly ones) not because he was a Knights Temper, but because it was fun. Eventually he killed so many Dragons he became one himself. Becoming a dragon did nothing to improve his demeanor. Everywhere he goes, he spreads death and destruction. He doesn't even speak most of the time because he thinks humans are vermin that are beneath him, despite the fact that he used to be one. When he finally speaks, it's mostly rants about how he desires nothing but destruction. And then he brutally murders Igneel right in front of Natsu.
The Major from Hellsing. He wants to throw the world into endless war just because.
The Unnamed Burglar from Seras' past. Who kill her parents almost killed her (as a child) and then rapes her mother's corpse. Even by the Hellsing's standards that's screwed up.
The Unnamed Burglars in Angel Beats Unable to find anything worth stealing, they told Yuri that they would kill one of her siblings every ten minutes unless she found them something of value. But Yuri couldn't find anything; not in the first ten minutes, nor in the next.
In Fullmetal Alchemist theirs Shou Tucker, a Mad Scientist who transforms his own daughter and her dog into a Half-Human Hybrid, partly to see if he can and partly to retain his State Alchemist status. He had previously done the same thing to his wife. He's the only character who even comes close to evoking Al's rage, and what he did leaves a stain on the Elric brothers' memories for the rest of their lives. Making Tucker even more abhorrent is his complete refusal to own up to what he did. He acts as though the Elric brothers shouldn't have a problem with his actions, assumes that anybody else would have done the same thing, and when thrown in jail, spends all of his time whining about how "nobody understands" that he did it For Science!. Destroying his family because he was either too lazy, or too devoid of talent to come up with another way of keeping his status, Tucker is one of the few characters in the manga to possess absolutely no redeeming traits or sympathetic moments.
And lets not forget The unnamed and utterly heinous Dr. Goldtooth.
The manga version of Father who lacks the Brotherhood anime's alas poor villain moment.
In the first anime of Fullmetal Alchemist theirs Envy His/Hers manga counterpart was pitiful enough in the end to avert this trope. This version on the other hand, is not, and takes the former's evil and Jerkassery Up to Eleven.
the first anime's version of Solf J. Kimblee: Unlike his manga counterpart, who has a definite case of Moral Sociopathy going on and believes Rousseau Was Right, this version is a Psycho for Hire, Nietzsche Wannabe, and Misanthrope Supreme par excellence, who Loves the Sound of Screaming and isn't afraid to share it with you.
But the biggest Monster in Fullmetal Alchemist is the big bad Smug Snake Dante A 400 year old bitch with a penchant for Body Surfing, she's stayed alive this long by jacking innocent people's bodies, ditching them when they start to rot, and repeating the process infinitely. When her own Philosopher's Stone runs out, she sets in motion a plan to cause so much misery in Amestris that someone will be desperate enough to recreate the Stone, allowing her to steal it with no risk to herself. She's abusive towards her Homunculi "children", arranges for Ed to kill Greed, jacks her own assistant's body, and finally, attempts to steal the body of one of the hero's Love Interests, who had already been severely traumatized by rape/pregnancy, solely so that she can force him to have sex with her. Said hero is both a teenager, and her ex-boyfriend's son. She later shatters the mind of one of her Homunculi servants when he dares to miss his dead friend, turning him into a mindless eating machine. She's never shown in a sympathetic light, comes off as an overconfident Jerk Ass in person, and doesn't even have the excuse of not being human to protect her.
Medusa from Soul Eater Complete Monster is really the only fitting description of her (though true she is a Magnificent Bitch a Complete Monster is a much better way to describe her.) Her list of evil-doings is long and continues to grow. She's a witch who has used her own child, Crona, as a horrible science experiment, driving them to complete madness and not showing an ounce of love, much less regret. When Crona is finally shown, for the first time in their life, true kindness from Maka, they do a Heel Face Turn. At this time, Medusa is also trying to revive the Kishin using two witches, Eruka and Mizune, that she blackmailed into helping her—she can off them with a snap of her fingers. When she's defeated by Stein, she escapes in the form of a snake and takes over the body of a little girl. She uses this form to her advantage, knowing damn well the protagonists won't kill her if it means killing the child. She gets Crona in Shibusen to act as The Mole and drive Stein to (greater) madness. When her sister Arachne is revived, Medusa goes to Shibusen to ask for their aid in defeating her—she's given Shibusen's best students to help with the job. At this point, Crona's been captured and Medusa tells Maka it was Arachne who took her. When Maka defeats Arachne, Medusa takes over her sister's body and tells Maka she lied: she was the one who captured Crona. As of recent chapters, we see Medusa has driven Crona to insanity and broken him/her again to use against Shibusen and anyone else who stands in her way, all just as an experiment. She then gives Crona the first hug she/he ever got from her, driving her completely mad and killing her, all part of her sick plan.
Cesare Borgia is one of the most evil people in the Assassin's Creed games.

Assassin's Creed I: Majd Addin, the de facto dictator of Jerusalem (who rivals Cesare in this department,) is a smug, strutting sadist of a man who takes full advantage of his position to carry out his wish of holding the lives and deaths of the populace in his face (which he does for no reason other than it makes him feel like a god.)

Yuga from A Link Between Worlds. He betrays Princess Hilda and to destroy both Hyrule and Lorule to recreate the world in his own image.
Zant From Twilight Princess is a unstable, childish, sociopath who do anything to gain power titled "The Usurper King" he was give powerful magic from Ganondorf (who Zant worshipped as a god,) but he had his own agenda. While is new power he transformed (presumably) all the Twili citizens into Shadow Beasts just so he could have zero opposition to the throne, and transforms into a Imp Midna. He then extended his tyrannical reign to the prosperous kingdom of Hyrule. He then forced Princess Zelda to surrender and uses Twilight on her kingdom of Hyrule, rendering all the citizens of Hyrule as spirits who could only watch as the shadow beasts tore up the kingdom. he executed the Queen of Zoras in front of them, and froze Zora's Domain, leaving many of the Zoras to die. When Midna refuses his offer to join him he tries to kill her by exposing her to pure light.

Barton Mathis, better known as The Dollmaker is a soft-spoken Serial Killer who enjoys targeting young and beautiful women in order to "preserve their beauty". After kidnapping his victims, Dollmaker brutally murders them by pouring liquid polymer down their throats until they drown, before dressing them up as dolls and putting the corpses on display.
Lonnie "Anarky" Machin from season 4 who more or less acts like a Joker expy. Once a mob enforcer, fired because his methods were too extreme, he then tries to ingratiate himself into H.I.V.E. by forcing Jessica Danforth to drop her candidacy for mayor. When his first attempt fails, he kills several policemen and kidnaps her daughter, to whom he gives a false sense of security before sadistically breaking her finger and promising to do much worse to her, before being intercepted by Team Arrow. During the ensuing confrontation, his face gets burned by Thea, which causes him to develop a creepy obsession towards her. After escaping imprisonment, Machin attempts to settle old scores, first killing his foster parents and then targeting H.I.V.E., in particular Damien Darhk, for not letting him join them. He then seizes Darhk's wife and daughter, again being stopped by Oliver and his friends narrowly before committing Cold-Blooded Torture. Finally, shortly before H.I.V.E.'s plan of global nuclear devastation comes to fruition, Machin invades Tevat Noah, where H.I.V.E. harbours several hundred people to survive the crisis, and promptly plans on destroying it. After getting confronted by Thea yet again, Machin kills her boyfriend Alex Davis right in front of her, dismissing him as a hindrance. Kidnapping Darhk's family a second time, Machin continues with his plan, causing Ruvé Darhk to try to appeal to him that he is essentially destroying the last safe place on earth, which just causes him to sarcastically ask her if he strikes her as a rational person and later murder her. Anarky has no greater goal or vision, he just kills because it amuses him and gives him a sick sense of satisfaction.
Prometheus / Adrian Chase From the very start, Prometheus is shown casually murdering innocent people and cops, all in an attempt to get Oliver's attention and manipulate him. He then begins systematically destroying Oliver's life over the course of the season, manipulating Evelyn into working for him, recruiting Black Siren to impersonate Laurel and slowly wiping out Oliver's various allies. He spends a week physically and psychologically torturing Oliver so that he will admit that he likes killing and his endgame is to kidnap Oliver's team and his son in order to turn him back into a killer. When Oliver refuses to give in, Prometheus decides to threaten to break his son's neck unless he complies, and when Oliver Takes a Third Option, he kills himself to activate a Dead Man Switch and blow up the island, trying to killing all of Oliver's friends and family (and even his own allies.) And He appeared to be driven by revenge over Oliver killing his father, except it's later revealed he knew his father never loved him and still didn't care. He further shows how depraved of humanity he is by killing his own morality pet.
The Trickster, real name James Jesse, is another Joker expy (this one played by Mark Hamill himself) bloodthirsty with the personality of a deranged child. After a killing spree that landed him in prison, the Trickster is introduced by breaking free from prison with the help of his son Axel, who he manipulated and groomed into becoming as dangerous a psychopath as him. With his help, the Trickster takes Henry Allen hostage and tries to have him impaled with knives while also poisoning the guests at a party so he can blackmail them into giving him money, with one guest dying as a demonstration. During his second appearance, the Trickster uncaringly abandons Axel and teams up with Mark Mardon/Weather Wizard for a chance to kill the Flash. And to do so, he disguises himself as a mall Santa and distributes over a hundred gift-disguised bombs to children, and forces the Flash to let Mardon torture him to death on threat of detonating the bombs and killing the children and their families.
Zoom, real name Hunter Zolomon, is a sociopathic speedster from Earth-2 Originally a Serial Killer with 23 victims to his name, after getting Super Speed, Zoom revelled in terrorising Central City. Left dying from abusing the Velocity drug, Zoom kidnaps Jay Garrick, the Flash of Earth-3, hoping to steal his speed to save his own life. When this fails, Zoom steals Jay's identity, acting as the Flash to create hope for the sake of destroying it as Zoom, while imprisoning the real Jay as a trophy. When the breaches to Earth-1 opened, Zoom plotted to force Barry Allen to become faster in order to steal his speed. Sending metahumans with orders to kill the Flash, Zoom also posed as Jay to earn Barry's trust. Over the course of the season, Zoom murders dozens of people, innocents, police, and his own minions alike. Confronting the Flash for the first time as Zoom, he brutally beats Barry, fractures his spine, and displays his broken body to all of Central City. Zoom also holds Harry Wells's daughter Jesse hostage, using her to try and coerce Harry into stealing the Flash's speed for him. After being cured of his condition, Zoom decides to terrorize Earth-1, unleashing an army of metahumans on Central City. When his army is defeated by the Flash, Zoom kidnaps Barry's father Henry, then murders him in front of Barry. As his endgame, Zoom intends to use a doomsday device to destroy the entire multiverse, sparing only Earth-1 to keep as his personal domain.
From Venom (2018), we have Carlton Drake the CEO of Life Corporation. Drake begins to experiment with the Symbiote, bringing in large groups of homeless people...he gives them speeches about the importance of all they're doing,speaking gently to a man named Isaac by reminding him of the biblical story of Isaac and Abraham, and saying that the true hero was Isaac accepting the sacrifice....when the Symbiote horribly kills the man, Drake remarks "next subject" with all the emotion of ordering a tire replaced. Dora Skirth, one of Drake's scientists, is getting appalled later as Drake runs through innocent test subject after innocent test subject so she helps Eddie break into Life's building to find the information. Drake kills Dora for this by exposing her to his last captive Symbiote, and tries to have Eddie recaptured with the Venom Symbiote. And once he bonds with Riot Drake's god complex seizes over and he becomes Riot's willing partner and collaborator, helping him massacre scientists and more with the intention of leaving in a probe to collect the rest of the Symbiotes and bring them to earth. Which would result in massacre of all humans. Drake talks a lot about bettering humanity and the world. But he have a serious god complex so All his talk about solving the world's issues is just Is his ego speaking. He's obsessed with doing things for his own benefit.
Speaking of which being irredeemably evil is Riot's entire characterization. Riot's one of the four Symbiotes that the Life Foundation brings to Earth. The rocket crashes with most of the Symbiotes recovered and brought back to the Foundation's laboratories. But Riot escapes, killing the driver of the car he's in and possessing the other. For the next few months? Riot travels across Malaysia, surfing from body to body while fatally feeding off of his hosts. In a Malaysian square, Riot, in his host body, develops a taste for a merchant's wares and brutally murders the man when he tries to drive him off. When the locals try and attack him for this? Riot promptly massacres everyone in the vicinity excepting a frail old lady. Who Riot then proceeds to body-jack as well. In the Malaysian airport? Riot's final target is a little girl. Riot then makes his way to America where the other Symbiotes are, where he ambushes and takes over Carlton Drake. Drake, though? Ends up being a perfect match for him. Riot coldly dismisses the other Symbiotes who had died, revealing he's got millions more coming to Earth. Riot's plan? Launch another rocket to the Symbiote's homeworld. And bring back his kind in droves, feasting on all humanity and conquering the planet.

Believing himself to be the ultimate being in the universe, convinced that all life is worthless save to be devoured and assimilated by him, and with his hands stained with the blood of thousands of his own children, Ego demonstrates the true terror of a godlike being hell-bent on imposing his nightmarish vision on the galaxy.

The Clairvoyant has superpowered individuals abducted and experimented on, implants his soldiers with explosive leashes, which he utilizes should they fail him or outlive their usefulness, had Coulson tortured to reveal the secret of his revival, and frequently kidnaps and threatens the lives of the loved ones of his "employees" in order to ensure their complete loyalty. Ultimately, the Clairvoyant's true interest was extending his own life, and once he'd achieved that he went on to plan world domination.
Dr. Daniel Whitehall, real name Werner Reinhardt, is one of the heads of HYDRA in season 2's present day former disciple of the Red Skull, and a true believer in Schmidt's cause of eliminating The Evils of Free Will. A bespectacled madman with a seemingly pleasant exterior, Whitehall has performed horrific human experiments during World War II and in the present, using the Obelisk to test how quickly people died after touching it. In the 1980's, Reinhardt brutally tortured and eviscerated Skye's mother, Jiaying, via surgery to obtain her powers of lasting youth, discarding her afterwards. In the present, Whitehall brags about having mastered the art of keeping his victims conscious as he performs gruesome and invasive surgeries without anesthesia, brainwashes people, including loyal S.H.I.E.L.D. agents, into becoming his slaves, frames S.H.I.E.L.D. for killing sprees that he himself organized, and ordered the Bus shot down, despite Ward promising mercy, after forcing its passengers to surrender Skye. A sadistic, sociopathic Control Freak, Daniel Whitehall is a cold-blooded madman and one of the worst that HYDRA has to offer.

First targeting Robin by infecting Robin's friends with nanobots that would destroy them from the inside out should Robin not follow Slade's every command. When Robin manages to anger Slade, he contemplates just killing then anyway. When his plans for Robin were thwarted, Slade next turned his attention to Terra. Taking advantage of her insecurity about being unable to properly control her powers, Slade manipulated her into joining and befriending the Titans, betraying them and finally trying to kill them. After Terra finds herself in over her head while fighting the Titans and retreats, Slade physically abuses her for defying his orders. When Terra tries to quit her apprenticeship, Slade reveals that the suit he gave her to enhance her powers also gave him complete control over her body and vowed that he would never let her go. Slade dies when Terra rebels against him but is is eventually resurrected by Ravan's father Trigon to act as his servant. Slade took a vicious pleasure in his work towards ensuring the apocalypse, mind raping Raven with visions of her destiny as the Anti Christ and selling out all of humanity to Trigon in exchange for Trigon giving him back his soul. Even when Slade rebels against Trigon, it isn't out of altruism, but because Trigon refused to honor their bargain.
In Superman/Shazam!: The Return of Black Adam: Black Adam is presented here without any redeemable traits. Upon coming to Earth, the very first thing Adam does is redirect his impact path into an inhabited parking lot, before seeking out and intending to kill Shazam's next candidate Billy Batson.
