If you make a new layer, use the brush. Then go to Filter>Blur>Gaussian Blur
Can also use the blur tool at tool menu

Yes the brushes are awsome I even used the blur tool that you mentioned and it realy helped make it look more like snow.

There is one problem...when I try to use them it says the file is not compatible with this version of photoshop.
