Only a threat can wake them up.
In this scene Marty's fear alarmed the new powers of Jessi and made her perceive Vicky as a threat for herself. This was the reason for her woke up..
Anyway, I'm confident that she will learn how to handle her new powers soon.

Okay, but I'm not so "qualified" to make comments on other's drawings..

This is 3D computer graphics.. It's the same technique used by Pixar or Dreamworks to make their movies.
In a few words: I had to set up the virtual scene, the lighting, the materials and the camera settings, and then, the computer generates the pictures using a sophisticated algorithm.. like if it was a photo.
