I hate to cut into a conversation between a vigilante and a foe of his, but didn't Count Dracula wear a cape? And he's one of the most famous villains of all time. Also, Ra's Al Ghul wears a cape as well, and he's an enemy of Batman's.
Although to be fair, it IS to be noted that most villains don't wear capes, while most superheroes seem to favor them for some reason. Superman, Batman, Martian Manhunter, Moon Knight... whoops, wrong industry. But still, why is it that heroes wear capes more often than villains?
