Tesla Tower is Transylian and brachiosaurus hybrid called "Transylbrachiosaurus". this hybrid was created with the help of DR. Animo during his time in the work release program.

. it can focus is bio-electricity into its neck and head and discharging it into the sky which allows it to minorly effect the wither by ether electrifying clouds charging them causing them to release the rain/ snow prematurely, or disbursing the clouds causing them to dissipate.
