Put the pencil work ABOVE the layer you will color on. =]
But since there is alot of gray parts, you have to 'clean' it up first. =]
After you cleaned it, set the pencil work to "Multiply mode", and color on the layer underneath it.

Are you using CS3 ? My version of PS doesn't have those multiple blur settings.

The screenshot I used is actually from Filter > Noise > Reduce Noise, which is also in CS2. =]
