This Utahraptor is not too extraordinary. A simple dinosaur who accidentally gained the power to travel in time when the Time Traveler they went to snack on jammed a device into their toothed maw. Got the name when they blipped in time and snapped a rock trying to bite a human in the present. Somehow the device is wrapped around their tail now and activates at every flick.
