I recomend rounded fonts.
too complex fonts(like gothic) will result in a not eye-candy effect.
the most important part in the tutorial is the one where you modify every letter...that's why the font must be rounded.

Hello, I'm trying this out and when I add the wind filter, all of the wind effect is within the letters...not outside like it should be. Any idea why this is?

It should be within and outside.
It looks like a "selection" problem. Did you unselect text layer before applying the wind effect?
I did this with photoshop7.

I did it with 7 a well....I have to sit down when I get a chance and redo it...but I was having the same problem with evrything I tried the effect on, not just that...I'm going to uninstall then reinstall....
