I know my 'quantum freakout' suggestion here is still a form of time travel. Β But it's a solution that can plausibly bend that rule of E27, while denying Reverse Flash the ability to monkey-wrench history further.
Making it a one-time accident he exploited allows him to have so famously tampered with Barry's past in response to things he hadn't done yet, know everything about him... and yet be from the present day.
But it also seems you have your own unique plan on this guy's history... which this is not compatible with.

Hmm. A Reverse flash history that doesn't somehow involve time travel is hard to do, and cuts out some of his iconic Flash history:
"What if every bad thing that happened to you was orchestrated by one person? Β By an enemy you hadn't even made yet?
I opened the door, Barry.

I pushed you down the stairs.
Yes. Β I murdered your mother, Barry."

Once he managed to run so fast during a fit of rage, time metaphorically lost proper track of him. Β For about an hour of subjective time, he acquired an Osterman or Quantum Leap - like ability to enter and exit history from any point between his conception and the timespace error.
He used this onetime opportunity to lash out hard. Β That would explain the consistent brutality of his actions in Barry's past, and how he knew what the present-day consequences would be.

Okay, I've been thinking about this and I'm gonna stick with this theory.
The Reverse Flash/The Rival/Zoom is Barry's twin brother that everyone assumed died in childbirth. I wouldn't be surprised if the origin you went with was that the doctors accidentally killed the Thawne's baby, and switched him out with the Allens' because the Thawnes are a very powerful family. Some version of that. But instead of being raised as Malcolm Thawne, I'm thinking he's raised as Eddie Thawne. Either way, this would tie in the Thawne name without time travel. But this theory would also do the Malcolm Thawne stuff you've been teasing. Through some origin, Eddie gets his powers. I'm thinking maybe he finds out the truth about his lineage and relationship with his co-worker Barry Allen through the speed force. This makes him want revenge. So after learning how to use his abilities, he begins ruining Barry's life in 2003. The rest follows as stated in the above Oracle file. Then in 2018, or whenever his portrait comes out, we'll probably get an Oracle File on Eddie Thawne explaining Zoom's whole backstory.
So that's my theory. Composite character of Eobard Thawne and Malcolm Thawne. Hope I'm right!

It's a mystery right now who Zoom is so I cannot really tell you much about him in this continuity, but I promise you he does come from a different timeline or have anything to do with time travel.

Also I love how faux affably evil this guy seems, talking to the flash in such a casual way as if they are friends playing a game (admittedly I may be seeing some Doctor Who V Master here but nevermind). Once again you've covered all the angles without spreading yourself thin, it's nice to think Zoom went through some phases, the villain never emerges fully formed do they. One must learn their craft, and speedster learn quickly.

The Doctor/Master parallel is at least partially there. Β At least as late as 'Rebirth', Β Eobard Thawne was an obsessive Flash fanboy from the future. Β With Flash having lived and died centuries ago, Thawne knew every detail of his life. Β He studied them, and found out how to grant himself Speed Force powers. Β The he broke the time barrier, hoping to take Barry's place in history as his hero The Flash.
When he realized too late none of this would work out, his mind kinda broke. Β His intimate knowledge and former hero-worship of Barry Allen makes Thawne very sociable with him... especially since he knows it drives Barry nuts!

The only suspects we have that are confirmed to exist in Earth-27 are Hunter Zolomon and Eddie Thawne. Both of whom I'm theorizing are composite characters (Hunter Zolomon with Edward Clariss (The Rival), and Eddie with Eobard and Malcolm Thawne (Barry's twin brother))

OK I buy Hunter Zolomon I'm just saying Eobard Thawne is an important part of the The Flash cause he can't kill the flash without risking his existence.
