Naturally, if they can turn Airiam into Robocop, why couldn't they do that with Captain Pike after his injuries?
Well, first, would Captain Pike have survived the surgery?
We don't know how much of Airiam was left after her shuttle accident that killed her husband, but I'm thinking not much more than either Murphy, Cain, or Cable. And as you could tell from Robocop 2 (1990), they were the only 3 who managed to stay alive.
But as you recall from, "The Samaritan Snare," Captain Picard had a faulty cardiac replacement, and nearly died on the operating table due to complications -- I'm an engineer, not a doctor. I'm not going to try to explain it.
So it's easy to see that Captain Pike probably wouldn't survive being turned into Robocop like Airiam due to his specific injuries -- and Airiam was probably one of the lucky ones who survived.
Then there's the psychological damage that the two failed Robocop 2 prototypes showed, with the horrifically comical failure shown here. Meaning whoever the deceased cop was where even though they successfully integrated his brain and skull into Robocop 2, the psychological damage was too much to bear.
As Dr. Juliette Faxx said, "Alex Murphy. Top of his class, devout Irish Catholic, family man. Everything in his profile indicates a fierce sense of duty. That's probably what kept him alive."
Though Captain Pike would be like Alex Murphy with a "fierce sense of duty" where he could survive the psychological trauma of becoming Robocop, could he handle the physical trauma? Would he be condemned to live out the rest of his life in a wheelchair?
Even with brain implants where he could talk through a computer in real time without the BEEP/BEEP BEEP, did he suffer neurological damage, or did he -- say -- only come out of his coma and still needs time to recover enough for implantation? Say, give him another 2 more months, and he could go past simply BEEP/BEEP BEEP.
I seriously doubt that after they save his life that they instantly install the brain implants for him to speak in real time via a computer. He needs time to recover. Even Kirk needed a couple of days to recover from a near fatal stab wound to his lung just missing his heart on, "Journey to Babel." And that was just a stab wound, not being bombarded with delta radiation where you're a quadriplegic and unable to speak, added that's brain surgery.
