This is one of mechanics of this world. Since everyone can control one element that is chosen by your birth zodiac sign, you also get elemental abilities. In Charlers' case over here, he would kill me for calling him like that, lol, he has water element. This means he can not only control it, but also dive into it, swim like fish and don't have to worry about breath.
