Commander showed up in Dark Squids dressed up like that to get the job of a commander in the Dark Squid army. Any background check on him came up blank for how much he keeps his past hidden to alter his appearance with the closet to motive being "My past is dead, for I have been renewed for a true purpose". He had gotten his wish in how well he did in leadership, combat, and ruthlessness with opposing targets with him becoming commander to a new area that Dark Squid is working in. Despite agents(and 3rd parties) trying to apprehend him he always is able to take them out all by himself with his hideouts always being cleaned out making it hard to track where he or the rest of his units are at.
