NegativeFell - Mediocre Hyper's Take
Post a successful uprising on the part of the monsters, Asgore is overthrown, but due to the ensuing chaos from the revolutionaries fighting amongst each other, no single monster is able to rise to the position of ruler of the underground.
The resulting power vacuum causes the strongest and smartest of the underground to form together into a multitude of factions fighting for control over the population.
Sans and Papyrus created a rocky alliance, with Sans as the tactician, the brains of the duo who organises their forces and attempts to control those they rule over in Snowdin.

Papyrus is the brawn, enhanced with a set of power armour that harnesses his natural magic potential, however he's become slightly dependant on the armour.
