My god, that's ugly as sin, and worthless too as far as military value goes. Why would any country even buy those kits in the first place?
Because engines are expensive (and they're under sanctions), sensor suites are expensive (and they're under sanctions), and showing the flag & patrolling national space is really important to assert sovereignty.
Still cringe though, but the news media is filled with idiots who'll just use stock footage rather than the actual vehicles so it's all good (until some other country attacks, but they're already cooked way before that).
