Find the next Scapegoat
It's an Asian folklore.
Legend says those who accidently drown, or being drowned in the river
Due to their unnatural death, some of them even with great rage, therefore they can't reincarnate.
They'll become ghost, being stuck and haunted around the river.
Waiting for the next victim to come, and drown the victim.
cause the victim is the ticket to get out of the river.
So the circle goes on and on.
Find the next Scapegoat

BTW I even heard some story like this,
the ghost is kind in heart and don't haunt people.
It even try to keep those people safe.
And in the end it become the local's Earth God.
It's kind of sweet.
