“Parole Troopers” is a nickname given to platoons of Prison convict’s who’m have volunteered for Civil service in exchange for time-off their sentences.
they’re placed into cheap suits of Power Armour & Given Neural Implants* to Ensure Obedience and suppression of rebellious tendencies.
Most Planetary governments (usually corporate industrial metropolis worlds) who employ these types Troopers generally use them as a cheap Rental “Mercenary Force”.
