Smiley reference sheet — Description

Yes, he's based off The Smiler :)

He was "born" through a successful experiment alongside his younger twin, Frowny! Smiley, like his name suggests, is always smiling no matter what. His tophat is a comfort item of his, and he'd rather die than have to take it off for whatever reason. (He's part robot, he doesn't need sleep!)
