Mark 'Weather Wizard' Mardon — Description
Weather Wizard! Yep like Cap and Heat Wave, Wizard is part of the R.O.G.U.E.S. PMC. Cap is Canadian, Heat Wave is American and since it's always raining in England I'll make Weather Wizard English.

I used his old belt from his old costume but I might change it so his vest is alternating between green and yellow instead and NOT give him a belt entirely, who knows. And of course his powers are weather manipulation.
