Vietnam x Belarus - Probably not, as Ms Vietnam would not like Natalya's harshness, and crude manner of speech in a romantic partner, and would probably get weary of her in the end.
Nyo!Vietnam x Nyo!Belarus - Can't see them being romantic, and I personally prefer portraying them as something akin to rivals where in both Hetalia and Nyotalia, the Vietnam's are in charge of their gender's segment (Ms Vietnam for the ladies meetings, Nyo!Vietnam for the men's meetings), but that doesn't stop Nyo!Belarus challenging Nyo!Vietnam a couple of times for a bit of self-proclaimed dominance among themselves only.  Of course, being a young, proud and trigger-temper youth, you can expect how this turns out. 
Vietnam x Nyo!Belarus - I don't honestly know how this would turn out: I never really thought about it before, but now that I think about it, it would be more platonic if anything.  She'd most likely see him as that grouchy loner younger brother.  XD
Nyo!Vietnam x Belarus - I'm really unsure if it'd work, because I think Mr Vietnam can tolerate Natalya's harshness and crudeness more than Ms Vietnam when it comes to a romantic partner, but he could end up being pretty henpecked and he has his limits, too.  XD but since Natalya seems to be quite loving if she's enamoured with someone (at least that's what I interpret), perhaps he wouldn't be as henpecked in the end, and would more worry she'd snap someone's neck if they insulted him (i.e. Alfred continuously calling him an "old man" or something, and poking him endlessly XD).  owo

I personally saw Vietnam and Belarus respecting each other as strong women that endured a lot of things.

Yeah, that's definitely plausible, though if it comes to romance, Ms Vietnam would probably just be tired with Natalya.  Otherwise, they'd get along fine, and Vietnam knows not to interfere or cross paths if Belarus' temper has been set.
