Because, most of the fandom consists of bratty teenagers that don't have the slightest clue how respect their elders or immature adults that don't know to respect them. That and his design. I never understood why he's often drawn younger looking then the other characters.

I really believe that Moldova should be older (I don't like his design either, it's way too moeish, then an country representative), along with Switzerland (why the hell is he younger then America?), Liechtenstein, Monaco, Latvia (I personally find the reason why he's so short freaking unrealistic), Iceland, Estonia, many of the countries should be older.
I would like Hetalia more better if all of the countries were all adults, because we already have plenty of teenage or goofy college protagonists in other media.

Latvia and Moldova are definitely my least favorites as characters. Latvia is probably the most unrealistic character in Hetalia. Seriously, an sheep can eat him? I also don't like the Micronations honestly (save Wy and Molossia), because Himaruya could have easily made Singapore or an official Scotland, but we get are is pointless micronations. I prefer countries with history that served an role to the world.
Agreed, Belarus should be a lot older.
Though, I do understand Taiwan, Hong Kong and Macau being teenagers. In my headcanon, countries usually grow older through cultural influence and a bit of economic growth.
