Well, can’t really say for certain… but I’d say heard about him and heroic deed after he defeated the Ghost King and the news spread out the US including Wisconsin.

Yeah that could be it✅😀. Word of his heroics and his battle and triumph against the Ghost King has spread across America including Wisconsin where Roxie had seen the news on Tv and Paper during her unhappy, poor, unfair experiences with her cruel, unreasonable former adoptive parents and the irresponsible, incompetent and heartlessly strict Dragon Lady.
That can explain Y Roxie recognized Danny Phantom on the night she arrived at Amity Park and met him, Sam and Tucker.

In “Public Enemy 1”, during her unpleasant time at the orphanage, had Roxie seen on the News of the ghost boy, wondered who he is and he came from and is he REALLY a threat, even if he just attacked the Mayor, (Which was actually Walker to make Danny an image of him being a threat)
What did you think of her thoughts of the public acknowledges him as "Inviso-Bill” and in “Reign Storm”, when she finally got the ghost boy’s real name and saw him, like almost all of the citizens, as a great, determined and famous ghost hero, not the wrong and dangerous menace to Amity Park?
