Which is more than enough reason for the UNSC and it's newfound allies; the Sangheili Alliance to exact their own shadow wars against what remains of the old Covenant's forces."

Based on : Cat's own headcanon within her own version of the Halo Universe, shadow wars are often committed outside of the Inner Colonies. To put it in short terms, no one; at least those outside of the UNSC or ONI are even aware of the battles that goes on in the depths of space. Hence the term 'Shadow War'. And make no mistake, both the UNSC and the Sangheili Alliance may be considered allies; although even they have moments of not putting too much trust in one another. It'll take years of mending before these two factions even decide to put that much trust in each other...

And of course, Mercenaries would also play a minor role in the universe. After all, someones gotta make sure that both leading parties in this shadow war aren't going to be aiming their weapons at their own allies. Meanwhile on the enemy side, I can guarantee you that lesser splinter groups will pale in comparison to the more larger; well known factions such as the Sanctified Blades or a newly revived Jiralhanae based Covenant faction.
