I would like to explain a little bit what Psy is referring to at this point, to make it a bit clearer...
In the game: "Dark Souls" you only need to increase your stats to be able to use "X" spell or miracle.
In this story: Rea already explained how the three magics of the world work, however, she only explain the basis to be able to do the magic (Pag - 39/Chapter 2 )
What Psy is referring to, is that knowledge is a key tool to master the magic you do, miracles, pyromancy or spells...

In simple words: Anyone can do magic, but without proper knowledge, it won't have the same effect...
