The exact positions of the eyes and horns aren't right, but, otherwis,e it's good art. It's a plausible big-headed, thin-necked, nubby-limbed design.

Considering it’s supposed to be in a more modern generation style, the head being large fits. Take a look at the more recent starters, especially those from Sword/Shield — the heads make up a large part of the total size.
